    Heeding to JRL call, poll-bound areas remain shut in Kashmir.

    SRINAGAR,OCT 10:Mobile Internet speed has been reduced to 2G in Srinagar. A complete shutdown is being observed in the areas where polling is underway for the second phase of civic polls in Kashmir valley on Wednesday.Joint Resistance Leadership (JRL), an amalgam of separatist outfits – has called for a shutdown in the poll-bound areas today. All shops and other business establishments are closed in poll-bound areas of Srinagar and other parts of the Valley while public transport is off the roads.In rest of the areas where polling is not being held today, life has remained mostly unaffected. Shops are open in the commercial hub of Lal Chowk and public transport is plying on the Residency and MA roads.Meanwhile, about two per cent of the electorate has voted in the first five hours of polling in 49 wards of urban local bodies in Kashmir Valley. The elections are being held amid tight security.  Authorities have reduced the mobile Internet speed to 2G in Srinagar.
